Overview

Membership consists of senior technology leaders from statewide court systems, appellate courts, and local jurisdictions. Through specialized expertise and collaboration, CITOC acts as a national leader for promoting information technology policy in the courts.

The National Center for State Courts (NCSC) serves as the Secretariat and incorporates CITOC's guidance into their technology initiatives for state courts.

Executive Committee

The affairs of CITOC shall be managed by an Executive Committee under such rules as the Executive Committee may determine and subject to the conditions of this charter.

The Executive Committee shall be comprised of eight members:

One appointed by COSCA in consultation with the JTC Co-Chairs
One appointed by NACM in consultation with the JTC Co-Chairs
One elected by CITOC members that serves a statewide trial-courts
One elected by CITOC members that serves a local trial-court with a population of more than one million
One elected by CITOC members that serves a local trial-court with a population of less than one million
One elected by CITOC members that is an appellate court CIO
One elected by CITOC members that is the CIO of an administrative office of the courts
One elected by CITOC members, serving at large

Advance and reinforce the role the court CIO/CTO performs as a leader in the development of court policies
Support and communicate leadership, innovation, and information technology best practices for the courts
Advance the evolving role of the court CIO/CTO as a transformative court leader

CITOC is a national leader and advocate for information technology policy in the courts

Strengthen strategic alliances with JTC, COSCA, and NACM
Promote and lead cross-jurisdiction collaboratives, solutions and relationships
Promote and enhance the critical role of information technology and innovation in the business and continuity of the courts
Educate and build consensus among members and stakeholders
Advocate for the strategic priorities of court CIOs/CTOs

Assist JTC when requested to write quick response papers which would describe success stories, and outline recommendations, obstacles and ways to overcome the obstacles of current court technologies
Prepare quick cheat sheets/checklists of “dos and don’ts” in certain technology implementations;
Provide a variety of training opportunities for its membership
Track technology projects around the country, so that members will know who to call regarding specific technology related programs/projects/activities
Categorize courts, so that comparable information can be compiled and published regarding IT organizations, structures, funding, staffing, etc.
Discuss various IT procurement methods that would include making discounted pricing available to all members and discussing return on investment methodologies
Provide CIO mentoring for new CIOs
